(a) These rules and regulations are promulgated pursuant to Municipal Home Rule Law, section 38 to implement the provisions thereof governing State aid for the development and revision of county charters.(b) The program is designed to encourage more effective and efficient governmental administration and provision of services by county governments through the development and revision of county charters.N.Y.
