(a) The department may combine into a single hearing any of the actions for which a hearing may be held pursuant to this Part.(b) The department may join in one action all operators against whom there is asserted jointly, severally or in the alternative any violation arising out of the same transaction or occurrence, and if there is a question of law or fact common to all operators which will arise in the action.(c) The determination of whether to combine actions or join separate operators is wholly within the departments' discretion.N.Y.
