Section 464.4 - Recruitment, utilization, training and assignment of volunteers(a) Recruitment. Volunteers, both male and female, shall be recruited from all income levels and from all segments of the population, including senior citizens and students, to fill volunteer program needs. Resources for recruitment shall include but need not be limited to local volunteer bureaus, speakers' bureaus, churches, news media, service clubs, publicity literature.(b) Utilization of volunteers. Utilization of volunteers shall include but need not be limited to assisting any advisory committees, and performing services to supplement or complement the work of employed staff, such as:(1) friendly visiting of recipients of services for the aged, blind and disabled;(2) escorting and transporting recipients to clinics and other destinations;(3) aiding in location of improved housing;(4) teaching homemaking skills;(5) providing tutoring and other educational aid; and(6) giving information, screening requests and performing other services in waiting rooms of welfare centers.(c) Training and supervision of volunteers.(1) All volunteers shall be interviewed prior to acceptance by the coordinator of volunteers to acquaint the volunteer with the district's program and the current needs to be filled and to evaluate the potential contribution of the volunteer to the district's needs.(2) The coordinator shall give or arrange to have given by an appropriate staff person specific instruction regarding the job to be done, its purposes, those policies that have a bearing on the job to be done, and, in all instances, the requirement of confidentiality. Thereafter the coordinator shall maintain follow-up with the staff member supervising each volunteer and with the volunteer to assure continued satisfactory placement.(d) Assignment of volunteers. The assignment of the volunteers shall be cleared through the volunteer program coordinator and shall be related to the known interests and skills of the volunteers and the time they have available. Criteria for assignment must include at least the following: (1) The objectives to be accomplished must be useful and necessary to the client's well-being.(2) The assignments must be capable of accomplishment.N.Y.
