Section 325.1 - Eligibility survey definition
(a) An eligibility survey involves at least the following procedures:
(1) selection of cases to be read;
(2) review of district policy and procedure;
(3) reading of selected cases to determine in each case whether:
(i) initial and continuing eligibility has been promptly and accurately determined;
(ii) assistance and care has been promptly and properly authorized and granted;
(iii) the recipient's right to prompt notification of the local department's decision and the reason or reasons therefor and his right of appeal and fair hearing have been upheld;
(4) clearance of questioned cases;
(5) withholding of State or Federal reimbursement or both when improperly claimed.
(b) An eligibility survey may also include an evaluation of administrative and supervisory functions that immediately affect the quality of agency performance in public assistance, such as, case supervision, selection and training of staff, case recording, intake, consultant services.
