The rules, as now in effect, and as hereinafter amended, from time to time, shall apply, in appropriate part or parts, to all persons, agencies, facilities, institutions, associations and organizations, incorporated or not incorporated, public or private, which are subject to the visitation, inspection and supervision or the board, or which are otherwise subject to the jurisdiction of the board.
