Section 506.1 - Background and intent
(a) The purpose of these regulations is to establish standards and methods for determining rates of payment made by government agencies pursuant to title 11 of article 5 of the Social Services Law for case management services provided by intensive case management, supportive case management and blended ICM/SCM case management programs to active clients identified as persons with serious mental illness and enrolled with a provider of services.
(b) In order to be eligible for payments pursuant to title 11 of article 5 of the Social Services Law, an intensive case management, supportive case management or blended ICM/SCM case management program must meet the requirements of its agreement with the Office of Mental Health or the local governmental unit in addition to the requirements of title XIX of the Social Security Act as identified in section 502.2(d) of this Title and 18 NYCRR 505.16.
(c) The rates of payment established according to these regulations are intended to be adequate to meet the costs of an efficiently operated program.
(d) Notwithstanding any other provision of the law, case management services may be authorized by the designated case manager assigned to individuals comprising the populations as defined in section 506.4 of this Part and pursuant to criteria established by the commissioner and approved by the Director of the Budget.
