Section 920.4 - Selection considerationsThe department's evaluation process for the selection of grantees emphasizes the ability of the program operator to accomplish the project based upon the following:
(a) administrative capability to operate a program as demonstrated by past performance on pertinent and related programs, or by the content of the proposal;(b) fiscal responsibility;(c) the innovativeness of the proposal;(d) the expected improvement in the delivery of services within the area served by the substate grantee(s) affected;(e) the extent to which elements of the proposal may be replicated in other service areas within the State;(f) the degree to which the program operator has made provision for coordination with other services and resources available within the State and/or local geographic area;(g) safeguards taken to avoid duplication of services available through existing resources;(h) coordination with local and central labor organizations, economic development programs, and educational institutions, as appropriate;(i) availability to begin program start-up on or before December 31st of the year in which the Request for Proposal is made and to expend funds awarded by June 30th of the following year;(j) ability to meet fiscal and administrative responsibilities set forth in title III of the JTPA ( 29 USCA section 1651 et seq.).N.Y.
