Section 900.4 - Implementation of local projectsThe department shall implement local projects in the following manner:
(a) Local projects will provide services to eligible participants pursuant to a contract with the department which will include at a minimum, the project's design, objectives, expected outcomes and estimated budget.(b) Local project designs may include those of the Adolescent Vocational Exploration, the School to Employment In-School, the School to Employment Out-of-School, the Structured Educational Support and the Youth Work Skills Programs as well as such other designs developed by the department or the Legislature to achieve the objectives of the program.(c) The department shall develop and process for execution by the Office of the State Comptroller the local project contracts and will monitor such contracts during their term of operation to ensure effective provision of services to eligible participants. The department may provide such technical assistance as is necessary to improve delivery of services by local projects.(d) The State Education Department shall be responsible for approval of the educational components of local projects pursuant to a memorandum of agreement between the State Education Department and the department.(e) The department shall prepare an annual evaluation report which will include a statement of the program's objective and will identify outcomes and indicators of the program's effectiveness.N.Y.
