No person owning or operating a coal briquet forming facility in conjunction with a gasification plant shall permit, cause, suffer or allow particulate matter emissions to the atmosphere in excess of 0.03 grains per standard cubic foot of exhaust gas. Within technical feasibility, all particulate matter emissions to the atmosphere shall be limited to a stack outlet or outlets.
