This rule applies to all carriers providing intrastate long distance telecommunications services in New Mexico except incumbent local exchange carriers with fewer than 50,000 access lines. Procedures for these carriers are provided in 17.11.9 NMAC, Retail Rate Filing Procedures for Incumbent Rural Telecommunications Carriers.
