An applicant proposing a governmental project or private project in the Review Zone, as defined in 7:45-1.2, shall first obtain from the Commission a jurisdictional determination as described at 7:45-2.2, an individual approval as described at N.J.A.C. 7:45-3 and 4, a general permit authorization as described at N.J.A.C. 7:45-5 and 6, and/or a waiver as described at N.J.A.C. 7:45-12.
