This subchapter shall not apply to any person who stores, offers for sale, sells, delivers, or exchanges in trade No. 4 fuel oil or No. 6 fuel oil that meets Emission Control Area (ECA) marine fuel criteria established by Federal regulation at 40 CFR 80.2 and is for use by interstate and international shipping lines.
