This subchapter governs the Department's assessment of civil administrative penalties under the Water Supply Management Act, 58:1A-1 et seq., for the violation of any provision of the Act, this chapter, or of any order adopted or issued by the Department pursuant to this chapter. This subchapter also governs the procedure for assessment, settlement and payment of civil administrative penalties and for requesting an adjudicatory hearing on a notice of civil administrative penalty assessment or an administrative order.
