A person shall not engage in a commercial enterprise or activity on lands and waters under the jurisdiction of the State Park Service without a permit issued by the State Park Service or pursuant to a contract or lease entered into with the Department. A person to whom such a permit has been issued shall keep a copy of the permit on his or her person, available for inspection, while engaging in the enterprise or activity that is the subject of the permit.
