N.J. Admin. Code § 7:14C-1.11

A failure to submit the required sludge reports in the manner prescribed by this chapter or any willful falsification of information contained in these reports shall constitute a violation of the New Jersey Water Pollution Control Act, 58:10A-1 et seq., and shall be subject to the penalties contained in N.J.A.C. 7:14-8.
