A purchaser shall pay an annual overdraft service rate equivalent to purchaser's average daily diversion for any calendar year in excess of a purchaser's daily uninterruptible service multiplied by the operations and maintenance expense rate component (7:11-4.3 ), the initial water purchase debt rate component (7:11-4.4(b) ) , the source water protection fund rate component (7:11-4.5 ), and the New Jersey Environmental Infrastructure Financing debt component (7:11-4.6 ), times 115 percent.
