A purchaser shall pay an annual overdraft service rate equivalent to purchaser's average daily diversion for any calendar year in excess of a purchaser's daily uninterruptible service multiplied by the operations and maintenance expense rate component (N.J.A.C. 7:11-4.3), the initial water purchase debt rate component (N.J.A.C. 7:11-4.4(b) ), the source water protection fund rate component (N.J.A.C. 7:11-4.5), and the New Jersey Environmental Infrastructure Financing debt component (N.J.A.C. 7:11-4.6), times 115 percent.
