Nothing in this chapter shall limit the Department's ability to monitor school district practices by, among other things, conducting on-site visits to observe instructional practices and school facilities, or to take other action the Commissioner or his or her designee deems necessary to ensure the satisfaction of any statutory or constitutional obligation.
