The rules within this subchapter shall apply to all Agency-financed housing projects and to housing projects no longer financed by the Agency but remaining subject to Agency statutory and regulatory control. In the event the housing project receives HUD Section 8 or Section 236 subsidies or has an Agency mortgage insured, directly or indirectly, by HUD, or the project receives other HUD financial assistance, any appropriate HUD rules, regulations or requirements (hereinafter "HUD directives") shall also apply. In the event that there are any inconsistencies between the rules in this subchapter and applicable HUD directives, the HUD directives shall prevail.
