Access to the Roadway for activities not prohibited by the rules shall be by permit. In the event that the protocol for obtaining any permit is not set forth in this chapter, a request shall be forwarded to the General Counsel. If it is determined to be proper and in the best interest of the Authority, its patrons and the public to grant such a permit, the Executive Director may grant the permit and impose an appropriate permit fee.
