N.J. Admin. Code § 13:90-3.10
The Commission shall issue to each county a schedule for the disbursement of Partnership/Family Court Program funding upon approval of the county plan and application provided for at N.J.A.C. 13:90-3.11. The Commission may provide an upfront, initial disbursement of a portion of Program Services funding to the county in order to assist with funding providers who may need upfront funding for startup costs. In order to receive upfront funding, the county must adhere to the Commission's procedures as set forth in the application provided for at N.J.A.C. 13:90-3.11. Notwithstanding these provisions, a county may provide upfront funding to providers at its discretion and in accordance with county contracting law. The remainder of the funds will be reimbursed on a quarterly basis upon submission of legitimate costs expended.
