Each initial or renewal application for a motor vehicle emission repair facility registration shall be accompanied by a registration fee of $50.00 payable to the Motor Vehicle Commission. Such registration fee shall be returned to the applicant only in the event that the Chief Administrator refuses to grant or renew a motor vehicle emission repair facility registration. Such registration fee, or any portion thereof, shall not be refunded to the registrant in the event that the motor vehicle emission repair facility registration is suspended or revoked pursuant to 39:8-1 et seq. or this subchapter, or if the registrant voluntarily surrenders the registration at any time during the registration period.
