N.J. Admin. Code § 13:20-28.10
This subchapter shall not be construed to limit the Chief Administrator's authority to require any additional inspection, including, but not limited to: roadside inspection and self-inspection to assure the proper functioning of an element of design and the exhaust system, including the emission control apparatus and the exhaust aftertreatment apparatus of new heavy-duty diesel trucks; or an inspection to assure the proper functioning of emission control devices or systems of new motor vehicles. This subchapter shall not be construed as abrogating any code, rule, or regulation now or hereafter promulgated pursuant to the "Air Pollution Control Act (1954)" (N.J.S.A. 26:2C-1et seq.), P.L. 1995, c. 157 (N.J.S.A. 39:8-59et seq.), as amended and supplemented, or the New Jersey "Federal Clean Air Mandate Compliance Act" ( P.L. 1995, c. 112), as amended and supplemented.
