N.J. Admin. Code § 13:2-15.3

No petition shall be denied without first affording the petitioner a hearing, which the Director shall schedule to be held at this Division by the Director under 52:14F-8 or by an Administrative Law Judge as a contested case pursuant to 1:1-3.2. The petitioner and two character witnesses will be required to appear in person at said hearing and to testify under oath.
