Section 12:185-31.3 - Local exhaust systems(a) General provisions1. Every exhaust system shall be designed and constructed in accordance with this Section and shall be installed in a substantial and workmanlike manner.2. All parts of the system shall be as free as possible from air leakage either into or out of the system, except at points where air is taken into or discharged from the system by design.3. The capacity of every exhaust system shall be determined upon the basis of all hoods connected to the system being open, except that where the system is interlocked that only a part, or parts of the system can be operated at a given time, the capacity of such interlocked system may be calculated upon the basis of the hoods, which are operative at a given time, being open.(b) Exhaust fans, jets, ducts, hoods, separators and all necessary appurtenances including refuse receptacles shall be so designed, constructed, maintained and operated as to insure the required protection by maintaining a volume and velocity of exhaust air sufficient to gather the dusts from said equipment or process and to convey them to suitable points of safe disposal.(c) The exhaust system shall be in operation continually during all operations which it is designed to serve. If the employee remains in the contaminated zone, the system shall continue to operate for some time after the cessation of said operations, the length of time to depend upon the individual circumstances and effectiveness of the general ventilation system.(d) The discharge from every exhaust system shall be to the outer air, and the actual point of discharge shall be so located as to prevent, as far as possible, the recirculation of dust-laden air to any working area by way of open windows or other ventilation inlets, or any residential or business area.(e) Air discharge pipes and other exterior equipment shall be protected from the elements unless such discharge pipes or equipment are of such design and construction that no loss in efficiency results from exposure.(f) Air cleaning equipment to clean the air effectively before it is discharged from the exhaust system shall be provided to prevent the contamination of any working area caused by dust released by the exhaust discharge.(g) The capacity and operating characteristics of all air cleaning equipment shall be such as to insure its continued operation without impairing the efficiency of the exhaust system.N.J.
