Section We 206.19 - Withdrawal of Presiding Officer or Member of the Board(a) Upon individual initiative or upon request of any party, the presiding officer or member of the board shall, for good cause, withdraw from any hearing.(b) Good cause shall exist if the presiding officer or member of the board:(1) Has a direct interest in the outcome of the hearing; or(2) Has a direct connection with or knowledge of the parties that would be likely to influence his or her judgment.(c) Mere knowledge of the issues, the parties or any witness shall not constitute good cause for withdrawal.N.H.
