"Sitting member" means an individual who has been appointed to the board and to whom the oath of office has been administered, or the designee of the commissioner of environmental services. The term includes any member of the board whose term has expired until such time as a replacement is appointed, but does not include any member who has resigned from the board, regardless of whether a replacement has been appointed.
