(a) Upon receipt of a written complaint, the commission shall determine whether or not to commence an investigation.(b) The commission shall, pursuant to the report of the investigating officer (s), if applicable: (1) Dismiss the complaint and notify the aggrieved complainant of such dismissal within 10 days of such decision, stating the reasons for such dismissal; or(2) Commence an adjudicative proceeding pursuant to these rules.(c) The commission shall dismiss a complaint if the complainant fails to state clearly the circumstances of the complaint, fails to respond to a request for information, or fails to participate in any investigation or hearing ordered by the commission.N.H.
