Section Sw 204.04 - Receipt and Review of Complaints(a) Upon receipt of a complaint, the commission shall determine whether or not the complaint has merit to commence an investigation, in accordance with the criteria set forth in Sw 205.01(a) below.(b) The commission shall, pursuant to the report of the investigating officer (s), if applicable: (1) Dismiss the complaint and notify the aggrieved complainant of such dismissal within 10 days of such decision, stating the reasons for such dismissal; or(2) Commence an adjudicative proceeding pursuant to these rules.(c) The commission shall dismiss a complaint if the complainant fails to: (1) State clearly the circumstances of the complaint;(2) Respond to a request for information; or(3) Participate in any investigation or hearing ordered by the commission.N.H.
