Section Saf-C 5021.03 - Protection from Weather(a) Mortars shall be protected from damp weather as follows: (1) In damp ground, a weather-resistant bag shall be placed under the bottom of the mortar prior to placement in the ground to protect the mortar against moisture; and(2) Weather-resistant bags, tarps, or plastic sheeting shall be placed over the open end of the mortar in damp weather to keep moisture from accumulating on the inside of the mortar.(b) Displays of display fireworks shall not be held when the wind velocity exceeds 20 miles per hour at ground level. The operator shall have available, at all times, a portable anemometer or similar device for measuring wind velocity. Any supervised display of display fireworks shall be stopped immediately in the event that the upper wind conditions cause the fall out to change and pose a threat to the safety of the public or property.N.H.
