N.H. Admin. Code § Saf-C 1701.03
"Axle" means an assembly of a vehicle consisting of 2 or more wheels whose centers are in one horizontal plane by means of which a portion of the weight of a vehicle and its load, if any, is continually transmitted to the roadway. For purposes of registration, an axle includes any such assembly whether or not it is load-bearing only part of the time such as a single unit truck with a steering axle and 2 axles in a rear-axle assembly, even though one of the rear axles is a so-called "dummy", "drag", "tag" or "pusher" type axle.
