The purpose of this chapter is to establish rules for the conduct of proceedings before the office, including adjudicative proceedings in contested cases, motion hearings, nonadjudicative proceedings such as public comment hearings, rulemaking petitions, and issuance of declaratory rulings, as well as other matters which may arise under RSA 91-A:7-b.
