All petitions and motions filed under the rules of this chapter shall include a statement certifying that the petition or motion has been served on all other parties. The signature on the document, as required by Ret 202.02(a)(3) shall constitute certification by the signer that the signer has read the document, that the signer is authorized to file it, that, to the best of the knowledge, information, and belief of the signer, there is good ground to support it, and that it is not filed for delay. A willful violation of this section shall result in the entry of an order adverse to the party committing the violation.
