No person shall conduct commercial and non-profit activity, soliciting, or canvassing on DRED properties, excepting the use of a vehicle, boat or clothing permanently affixed with a commercial logo or insignia, unless permission has been granted by special use permit pursuant to Res 7400 or by other written agreement, such as but not limited to state contracts, leases, or memorandum of agreements.
