Section Puc 402.12 - Incumbent local exchange carrier not operating as an excepted local exchange carrier (ILEC-NELEC)

"Incumbent local exchange carrier not operating as an excepted local exchange carrier (ILEC-NELEC)" means an ILEC which does not meet the definition of an ELEC.
