All new buildings and structures or portions thereof and additions or alterations to existing buildings that provide facilities or shelter for public assembly, educational, business, mercantile, institutional, storage and residential occupancy, as well as those portions of factory and industrial occupancies designed primarily for human occupancy within New Hampshire shall comply with the minimum design and construction requirements, as set forth in the energy code.
