"Hearing" means a properly noticed session held in a contested case before the commission or its designee which provides for opportunity for any party, intervenor or commission staff to present evidence and conduct cross-examination. "Hearing" also includes any pre-hearing conferences conducted pursuant to Puc 203.14.
