All hearings shall be conducted by the presiding officer who shall have full authority to control the conduct of the hearing. The presiding officer or board staff shall administer oaths or affirmations to witnesses, see that a full inquiry is made into all matters in issue and ensure that a complete record is kept of the proceedings.
