The presiding officer shall grant a motion, whether by a party or by its own motion, to consolidate a matter or matters for hearing if the presiding officer determines that the parties are similar, that there are multiple pleadings or motions seeking the same relief or both, and that consolidation will result in more efficient adjudication of the issues and will avoid duplicative proceedings. The presiding officer shall consider any objections to consolidation before finally acting on a motion to consolidate but no hearing is required before action on consolidation is taken.
