A public hearing shall be scheduled in such cases where a written request has been made to the division by at least 5 abutters to the proposed treatment area or by one abutter owning 25 percent or more of the shoreland adjacent to the proposed treatment area within 15 days of the division receiving notification as per Pes 602.02(c)(1) and (2) above.
