Section Per 102.80 - Temporary fill-in appointment

" Temporary fill-in appointment" means an appointment of a candidate who is not a full-time employee in the classified service at the time of appointment to a full-time classified position that is vacant because the incumbent is on military leave, extended leave without pay, or the position is vacant because of recruitment.
