Section Pari 803.04 - Duties of The Racing Secretary(a) The racing secretary shall keep records of all races including the following information:(1) The order of finish of all the greyhounds in the race;(2) The times achieved by all the greyhounds finishing the race;(3) The distances between the greyhounds at the finish;(4) The weights of the greyhounds at the beginning of the race;(5) The grade of the race;(6) The distance of the race;(7) The weather and course conditions; and(b) The racing secretary shall be responsible for collecting all stakes, entry fees and arrears and depositing them with the persons responsible for these monies.(c) The racing secretary shall verify that kennel operators, authorized agents, greyhound owners and trainers possess current occupational licenses for their respective positions.(d) The racing secretary shall: (1) Report to the commission the licensee's system for assigning grades to individual greyhounds; and(2) Assign a grade to each greyhound pursuant to the licensee's system.(e) The racing secretary shall change the assigned grade by a maximum of one grade if the racing secretary determines, on the basis of the greyhound's performance during any of the first 3 races run by the greyhound on the same racing premises during the same racing meet, that the assigned grade was inaccurate.(f) The racing secretary shall assign to each race the grade of the greyhounds to run in that race and the race's distance.(g) The racing secretary shall receive all lists of:(h) The racing secretary shall select the entries to run races which are not stakes races by taking into account: (1) The grades of the greyhounds;(2) The distances of the races;(3) The recency of the last race run by each greyhound sought to be entered;(4) The number of greyhounds of different ownership and kennels available to run; and(5) The following selection rules about multiple entries of the same ownership or kennel: a. No trainer of record or owner shall have more than 3 entries in any race which is not a race of maidens or a stakes race;b. No multiple entries shall be selected until all single entries are used; andc. Multiple entries shall be selected without the permission of the trainer of record and kennel operator when no single entry is available.(i) The racing secretary shall randomly assign post positions for each greyhound in each race by a drawing or a computerized drawing which:(1) Is supervised by a designee of the commission; and(2) Takes place at least one day before the running of the race.(j) Owners, trainers and authorized agents may be present at the drawing.(k) If the ownership of a greyhound is called into question, the racing secretary shall:(1) Carry out an investigation to determine ownership;(2) Accept or retain the greyhound as an entry if the ownership is determined;(3) Refuse entry to the greyhound or remove the greyhound from the list of entries if the ownership is not determined; and(4) Report to the board the results of the investigation and the action taken by the racing secretary.(l) At the end of each day the racing secretary shall post in a conspicuous place a list of races, race entries and post positions.N.H.
