Any person refusing to allow the taking of any urine or blood sample or any other test substance, or acting or threatening to impede, prevent or otherwise interfere with any such sample taking, shall immediately have their license suspended by the stewards or judges of the meeting, and the matter shall be referred to the commission for further investigation to determine what other penalties may be appropriate.
