The purpose of these rules is to facilitate the parole process and assist the board in making decisions which reflect the needs of the parolee and the concerns of society. These rules also set forth procedures for petitioning the board, conducting public comment hearings for rulemaking, and for conducting parole and parole revocation hearings.
