Once a notice of hearing has been issued in an adjudicative proceeding, no party or intervenor shall communicate with any member of the board or the presiding officer who will render a decision in the case concerning the merits of the case except upon notice to such other parties and intervenors and granting an opportunity for such party or parties to participate. In accordance with the rules of this chapter, no party shall cause another person to make such communications or otherwise engage in conduct prohibited by RSA 541-A:36.
