The scope of hearings held pursuant to RSA 357-C:11 shall be limited to whether, in connection with the sale of a motor vehicle to the state or a political subdivision thereof, a manufacturer or distributor offered any discounts, refunds, or similar inducement to the dealer without making the same offer to other dealers in the relevant market area.
