The purpose of this chapter is to provide rules of practice and procedure for adjudicative proceedings conducted by the board and to promote the just, consistent and efficient handling of all proceedings before the board. The provisions of these rules are intended to supplement the procedures established by RSA 541-A and procedures established under RSA 205-A:25 et seq.
