No retail licensee shall solicit, receive or accept any money, merchandise, equipment, or anything else of value from any liquor or wine manufacturer, liquor and wine vendor, liquor and wine representative or liquor and wine sales person, except promotional materials, samples, or services explicitly authorized by statute or rule.
