Every statistical agent shall file with the commissioner every statistical plan and every modification that it proposes to use to collect statistics to meet the requirements of this chapter. Such statistical plan filings shall be deemed to meet the requirements of this chapter unless disapproved by the commissioner within 30 days after filing.
