Section He-Hea 906.01 - Approval of Application(a) For applications submitted in response to an RFA, the board shall grant a certificate of need to the applicant(s) who, pursuant to RSA 151-C:9, II, demonstrates superiority on cost effectiveness, quality and affordability, and best meets the standards and criteria of He-Hea 904 and He-Hea 905, or He-Hea 907.(b) The total number of beds approved shall not exceed the unmet need.(c) Applications filed in response to a request for construction, expansion, renovation or replacement transfer shall be granted a certificate of need if it is demonstrated that they meet the standards and criteria of He-Hea 904 and He-Hea 905.N.H.
