Pursuant to RSA 91-A:5, IV, the board shall deny public access to all application materials filed until the board serves notice that review has begun according to RSA 151-C:8, VI. This shall include the entire completeness process time outlined in He-Hea 301.04(d)(2). Nothing herein is intended to preclude access by the board to application materials.
